Why there are so few trading order in technical analysis?

Technical anaysis are often conclued by "We won't take a position".

Our strategy is based on trend following. I read the trend on hourly, 4 hours and daily charts. Position are taken during consolidation on hourly charts.

If the trend is not clear enough or if the volatility is too high or if I have a strong support/resistance then I don't take a position.
